New Application Role: Access Control - Manage

Narrative Reporting users can now be assigned a new application role named Access Control - Manage. Users with this role have the ability to manage groups and assign application roles to both groups and individual users. Additionally, they can generate reports on user security.

Business Benefit: The Access Control - Manage role provides segregation of duties within Access Control; you don't have to provide the Service Administrator role to a user who is responsible for Access Control only.
