Enhancements to Security for Consolidation Journal Actions

For Consolidation Journals, the user restrictions for Posting and Rejecting have been enhanced.

Prior to this update, only the user who Completed or Submitted a journal could post the journal.

Starting with this update, when Posting journals, if the last journal action was Approve, the Approved user cannot post the journal. However, any other user can post the journal, whether they are the Completed/Submitted user, provided they have the appropriate roles and access.

When Rejecting journals, if the last action was Approve, the user who Approved the journal cannot reject it. If the last action was Unpost, the user who Unposted the journal cannot reject it.

Business Benefit: The updated restrictions for journal actions provide more flexibility for posting and rejecting journals.
