Alternate Assignee Improvements for Subscription Requests

When multiple inter-dependent subscriptions are processed for the same view and alternate assignee group, a single subscription request is created for all subscriptions and the request will be assigned to a single user from that group or auto-submitted on their behalf if configured.  In previous releases, each subscription would use a different user from the alternate assignee group as a means of distributing the subscription requests across multiple users, but this approach can be problematic for interrelated changes for different target viewpoints.

Business Benefit: This optimization ensures that related actions are generated appropriately for the target viewpoints in the same request, rather than creating individual subscription requests assigned to different users with independent actions that may conflict when processed separately.
