Require Comment Option for Approval and Commit Policies

Approval and commit policies can be optionally configured to require comments by users who are approving or committing a request.  The Require Comment parameter is available in the policy inspector to enable this functionality.  This option does not affect the requirement to provide a comment when pushing back or rejecting a request.  If a user is invited for multiple concurrent policies where one policy requires a comment and the other policy does not, the user must provide a comment during request approval or commit to satisfy the most restrictive policy.

Business Benefit: Governance policies can ensure workflow users provide commentary to justify their approvals and commits of change requests.
