Relaxed Permission Validation for In Flight Submitted Requests Extended to Enrichers

Starting with the June (26.06) update, the relaxed permission validation introduced for submitted requests has been extended to request enrichers.

With this change, requests can continue processing even if a submitter's, collaborator's, or enricher's permissions change, or if any of these users are removed from the system after the request has been submitted.

This expands on the March (26.03.56) update, which relaxed permission checks for actions performed before the last submitted date, including changes made by the request owner or a collaborator while a request was in Draft, or after a request was recalled or pushed back. That update allowed requests to continue processing when a submitter's or collaborator's permissions changed after submission.

Note: This change applies only to In Flight requests. For requests in the Submit stage (either initially or after being recalled or pushed back), normal permission enforcement for submitters and collaborators, and (starting in this update) enrichers still applies.
