Enable Advanced Access Requests to Continue without Advanced Access Controls

Advanced access requests can be submitted and processed through the review and approval workflows even in the absence of advanced access controls. A new "No active controls" badge is displayed when this scenario exists. There is also a banner message to help the user to understand that no active controls exist, and therefore no conflict analysis has been performed. This is important to reviewers and approvers, so they know that while no risks have been identified in the absence of advanced access controls, there is still potential risk with the request. Also, it's important for future reviewers of requests to know what information was available to reviewers and approvers when the request was submitted and actions were taken.

Business Benefit

The benefit of this feature is several-fold. First, it allows the functionality of Advanced Access Requests to be utilized even when advanced access controls haven't been enabled. Advanced Access Requests can then be the system of record for when access requests are performed. The second benefit is that reviewers and approvers are made aware that while access risk may exist with the request, the application was unable to run and therefore no risk was identified.
