Ability to create custom PL/SQL functions

Business Benefits:

• New feature to create custom PL/SQL functions has been introduced. This can be utilized to write customer / tenant specific logics to meet certain requirements that may not be currently available in product. The function must go through an approval workflow through Oracle. This role is available only to Administrators.
• Deliver customized requirements
