Addition of a User Group for SCD Execution

Enabled SCD Execution permissions for the AFCSOPRSGRP.

SCD execution capability is now enabled through the mapping of the SCDADV role to the AFCSOPRSGRP group. Users associated with this group are authorized to perform SCD execution.
