Support for Disabling Rerun in Process Modelling Framework

PMF now supports configuring certain selected processes to disallow re-runs. When re-run is disabled, users are prevented from re-running completed, failed, or canceled process instances from both the PMF UI and the re-run API.

Provides greater control over process execution by preventing unauthorized or unintended re-runs, helping enforce business policies, maintain process integrity, and reduce operational risk.

Steps to enable and configure
