Prepayment model and rule metadata loader

Prepayment model (Manual Method) and Prepayment Rules can be managed in an external system and the metadata loaded to cloud service using Object Store, Stage tables and metadata loader program.

User can create new prepayment rules and modifying existing rules without using the application user interface. This will make frequent changes easier.
