Forecast Rates Loader

New stage tables and loader program can be used to bring Forecast Rates data from external source. This is applicable to Direct Input method only for Interest Rates, Exchange Rate, Economic Indicator and Volatility Surface. Previously, this data could only be entered through the user interface.
