Changed Validation Condition for the RRN or BIS Number

Validation messages severity for RRN or BIS number was changed from errors to warnings.

Both the format validation and the check digit validation of the RRN or BIS number were modified to trigger warnings instead of errors when you enter incorrect values for this national identifier.
