Legislative Updates for Saudi Citizens Working in UAE
To ensure legislative compliance for the New Social Insurance Law in Saudi Arabia, additional calculation values have been delivered to hold the new rates applicable to Saudi citizens hired on or after July 3rd, 2024 who have never registered for social insurance with either the current employer or a former employer. These rates increase from July 2025, onwards.
New Calculation Value Definitions Effective Date July 3rd, 2024
- M273 Eligibility Date: July 3rd, 2024
- Saudi Employee Rate in Private Sector M273: 9%
- Saudi Employer Rate in Private Sector M273: 9%
- Saudi Employee Rate in Government Sector M273: 9%
- Saudi Employer Rate in Government Sector M273: 9%
In addition, the following date effective changes are delivered:

- July 3rd, 2025: 9.5%
- July 3rd, 2026: 10%
- July 3rd, 2027: 10.5%
- July 3rd, 2028: 11%
Saudi Employer Rate in Private Sector M273
- July 3rd, 2025: 9.5%
- July 3rd, 2026: 10%
- July 3rd, 2027: 10.5%
- July 3rd, 2028: 11%
Saudi Employee Rate in Government Sector M273
- July 3rd, 2025: 9.5%
- July 3rd, 2026: 10%
- July 3rd, 2027: 10.5%
- July 3rd, 2028: 11%

Note: If the 'Date Registered for Social Insurance' date on the Employee Social Insurance or Pension Fund Details calculation card is null or before 3rd July 2024 the old scheme rates will be used, if it’s on, or after, 3rd July 2024 the new scheme rates will be used.
