HDL support for Compensatory Plan Disbursement

The application now maps the disbursement amount to earned transactions when you use HDL to disburse compensatory plan balances. 

The disbursement amount is mapped in the following order:

1. Transactions with the earliest expiration date will be consumed first
2. Transactions with no expiration date will be consumed on a FIFO basis.  The transaction with the oldest transaction date is consumed first.

The application maps the disbursement amount to earned transactions now when you use HDL to disburse compensatory plan balances.

Steps to Enable

You don't need to do anything to enable this feature.
