Enhancement to the Create Element template

The element creation template has been amended. When you create a standard earnings element using the Create Element template, the question 'What is the PRSI Class for this element?' has been removed. 

The removal of the obsolete question from the element creation template means it's now quicker and easier to complete, saving time and making the process smoother.
