Setup and Maintenance Links Launch Redwood Pages

When accessing tasks in Setup and Maintenance, they will launch Redwood pages instead of ADF Classic pages whenever their Redwood profile options are enabled. When Redwood is not enabled, the current behavior remains unchanged.
