Support of FISAP Reporting for 2027-28 Award Year

The Fiscal Operations Report for 2025-2026 and Application to Participate for 2027-2028 (FISAP) has been updated according to the specifications published in the Federal Student Aid Electronic Announcement (CB-26-08) on May 7, 2026. This update will allow institutions to produce the FISAP Report with data populated for the expected award year via Oracle Analytics Server (OAS). This information can be leveraged during the FISAP Report submission process in COD. 

Updates to the 2027-2028 FISAP Report include:

  • Part II: Application to Participate for Award Year July 1, 2025 through June 30, 2026
    • Fields 3 and 4 - Request for FSEOG and FWS Funds for the application year (2027-28) will be pre-populated with information in the COD site. 
  • Part III: Federal Perkins Loan Program for Award Year July 1, 2025 thought June 30, 2026
    • Fields 4b, 4c, 27d, 29.1a, 29.2a, 33d, and 34.1a will be pre-populated with information in the COD site.
    • Informational text of "Cost of loan principal interest canceled for the following categories" is inserted between fields 34.3 and 35.
    • Section B. Annual Activity During the 2025-26 Award Year (July 1, 2025 through June 30, 2026
      • Field 5 description updated
      • Field 8 description updated
  • Part IV. Federal Supplemental Education Opportunity Grant (FSEOG) Program for Award Year July 1, 2025 though June 30, 2026
    • Section A. Federal Funds Authorized for FSEOG
      • Field 1 - Final adjusted authorization amount (from Statement of Account) will be pre-populated with information in the COD site.
    • Section B. Federal Funds Available for FSEOG Expenditures
      • Fields 7, 9 and 10 - Carry forward/back amounts will be pre-populated with information in the COD site.
  • Part V. Federal Work Study (FWS) Program for Award Year July 1, 2025 though June 30, 2026
    • Section A. Federal Funds Authorized for FWS
      • Field 1 - Final adjusted authorization amount (from Statement of Account) will be pre-populated with information in the COD site.
    • Section B. Federal Funds Available for FWS Expenditures
      • Fields 7, 9 and 10 - Carry forward/back amounts will be pre-populated with information in the COD site.

Updates to the delivered FISAP Reports:

  • FISAP for Department of Education report - updated to align with new FISAP template

  • Access to the FISAP for Department of Education report and supporting sub reports is available through the delivered Oracle Analytic Service (OAS) shared folders (Shared Folders > SFP Reports > Product Reports > Regulatory)
    • Access for specific users can be controlled via your admin users.
