Better Support for Penalty Data in Trade Content

The enhancement provides more penalty information on your tariff and classification data which enables you to understand the duty impacts of importing from certain countries. Your third party content provider can add this information, enabling you to download it into GTM as part of your classification data and tariff data. For example, when importing steel from certain countries like China, an additional duty may apply. The following enhancements have been made:

  • A new Trade Program Type of PEN+ has been added.
  • Tariff Rates have been updates to clearly reflect where additional penalty rates apply.
  • Two additional penalty flag attributes have been added to the product classification data from third party content providers.

Trade Program Enhancements

A new Trade Program Type of PEN+ has been added to indicate where an additional duty is added to an existing duty. Trade Programs have also been updated to support this Trade Program Type. On the Trade Program, you can see that this is an additional penalty duty rate added to the general duty rate when importing from China (CHN).

New Penalty Attributes on Product Classification Code

On HS product classification codes, two new attributes have been added to identify if a 232 Penalty or 301 Penalty apply. The description provides more details about the duty and the corresponding classification code. If you subscribe to classification data where the tariff supports these penalties, these can be modeled by your third party content provider and downloaded into GTM. The new attributes are:

  • 232_PENALTY with Values of YES or NO
  • 301_PENALTY with Values of YES or NO

You don't need to do anything to enable this feature.

Tips And Considerations

  • If Descartes is your third party content provider, this data is now available for download with your classification and tariff data.
  • As with other attributes on your product classification code, you can create a compliance rule with the following configured:
    • Populate the Product Classification Code Attribute section with the details of these penalties
    • Populate the Country Qualifier and Country Code with the importing (SHIP FROM) country
    • When the compliance rule is triggered, GTM can hold a transaction line if it contains this information, enabling you to hold a transaction line and review it prior to shipment.
