Non Freight Related Stop for Gap Between Work Assignment Shipments
This enhancement to show the actual beginning of a "continuing shipment" in a Work Assignment with a NFR stop provides the continuity of the work being committed. The Work Assignment can string together 2 or more shipments and the driver must be compensated for the transit between the shipments. This extra distance was determined to be in the downstream shipment and not shared between shipments because when the work is done the first shipment, and there is another following it, that work has no bearing on the first, ever though if there was no connection, the driver would return to another NFR stop and end the Work Assignment. Once the decision has been made, the second shipment starts where the first one ends.

This feature provides better visibility to the stop activities involved in a Work Assignment. It also assures that the drivers will be paid for all of their mileage.
Steps to Enable
The new functionality is controlled by the WA USE NFR STOPS BETWEEN SHIPMENTS resource schedule logic config parameter. The default value is false and will result in the same behavior as prior to this enhancement. Setting the parameter to true will result in the addition of an NFR stop at the start of a WA shipment if the first stop location for the shipment is not the same as the last stop of the previous shipment.
