Emission Rule UI Enhancements

This feature enhances the emission factor portion of the public manager layout for the emission rule. Enhancements include the addition of a dedicated column for service provider alias which simplifies the setup for emission factors that are specific to service providers, the inclusion, by default, of four user defined attribute fields and the automatic setting of the emission factor sequence no., so that the field is no longer required.
