View User Permissions

Users will now be able to properly view segment filter criteria in the segment if they have the correct view permission to the segment without the need of that user to edit the segment
This will not allow any users who do not have view permissions to view the segment, this will only allow users who have already been given view permission see the full segment without the risk of modifying the segment
