Disable Form Submissions Change

Small behavior change to the “Allow Form Submissions” toggle within a form. Disabling the form submissions will now prevent any submissions that are already in the queue from processing. Previously form submissions already in queue would complete and only new submissions would be prevented.

This will allow users who may have had a misconfiguration and a large amount of form submissions from the API or Form submit app in queue to prevent these submissions from completing.
