COBOL Wrapper Class for Severance Process Template - Post Cancel Plug-In Spot

COBOL wrapper class provided for Severance Process Template - Post Cancel plug-in spot. 

This lets the system pass fixed (hard-coded) parameters from Java to COBOL/Java converted algorithm(s) whenever the plug-in spot is invoked.
