Updated COBOL Wrapper Class for SA Type - Loan Interest Charge Plug-In Spot

COBOL wrapper class for SA Type - Loan Interest Charge plug-in spot has been updated to ensure the interest rate parameter is correctly set and passed to algorithms. Previously, the parameter was always null even when specified, resulting in incorrect calculations.

This enables accurate interest calculations for loans.
