Usage Extract Export Safeguards

The service validates that the total number of measurements does not exceed the configured maximum, that interval snapshot mapping is populated, and that the service-point count does not exceed the maximum defined for the Service Point Measurement Extract Group. If a validation does not pass, the user can correct the extract configuration or reduce the requested scope before exporting measurements.

This helps prevent oversized or incomplete measurement exports and supports more reliable extract processing.
