View Letters with Read-Only Access to Customer Contacts
From the Customer Contact portal, users with read-only access to customer contacts can now use the Display Letter record action to view letters.
This makes it easier to support and review customer interactions by allowing authorized read-only access users to view letters initiated from customer contacts.

You don't need to do anything to enable this feature.
