Closing bill segment processing has been improved to ensure scalar usage periods do not overlap. The scalar usage period start date/time on a closing bill segment now begins at the end of the previous usage period, eliminating the overlap that could previously occur.

This improves billing accuracy by preventing scalar usage period overlap on closing bill segments.
