Smart Grid Gateway Itron Utility IQ Native Adapter Updates

As of this release the Smart Grid Gateway (SGG) Itron Utility IQ (UIQ) Native Adapter is compatible with UIQ head-end version 5.2 and 6.1. The legacy UIQ APIs were verified with the SGG UIQ adapter's supported commands.

This reduces project work by verifying the Smart Gridate Gateway UIQ Adapter is compatible with the new UIQ head-end versions.
