Convert Initial Measurement Data Date/Time from Standard to Legal

During Daylight Saving Time, every new Initial Measurement Data (IMD) adjacent to the previous IMD generates a historical correction when it should not. To fix this issue, the Historical Extract algorithm on the Consumption Extract Type business object is updated to convert IMD date time from standard to legal.

This corrects extract data errors.
