Can I send a dispute creation notification to multiple users in Incentive Compensation?

Yes, in the dispute notification task step, you can use the parallel approval option corresponding to the Assignees tab.

Then on the Voting tab, if you want to send the notification to 2 users for approval, you can change the default vote outcome from 50% to 100%.
