Why can't I search for requisition numbers on the Receive Expected Shipments page?

The Receive Expected Shipments page is designed for the receiving agent in the warehouse. The backing documents for those receipts are typically purchase orders or advanced shipment notices. The Self-Service Receiving UI is designed for users to receive against a requisition number.
