Why are project transfers costed when the Account Intravaluation Unit Transfers option isn’t enabled?

In the case of transfers from a common inventory to project, such transactions are sent to project as charge and, therefore, the cost processor costs and accounts these transactions even when the transfers are within the same valuation unit and the Account Intravaluation Unit Transfers option isn’t selected in the corresponding item cost profile.
