What To Do if an External Candidate Got Hired But Changed Their Plans
Occasionally, after completing the full hiring process and transforming an external candidate into a worker, the person is still unable to work for the organization. The person is a no-show or changed their plans, even though their employee work relationship or contingent record is fully prepared for their arrival.
The appropriate course of action for an external candidate who reached the final HR - Processed status might depend on whether or not the recruiting effort will continue for this candidate's replacement.
For a no-show candidate in the HR - Processed status, the HR specialist might choose to terminate the worker. This would leave their history and records intact for future reference, including their terminated assignment, their job offer in their job application, and the requisition for which they were successfully hired.
If the HR specialist prefers to restart or continue their hiring efforts to fill the requisition, then the appropriate course of action might be to cancel the work relationship for this candidate. Many actions within Recruiting happen automatically based on this cancellation:

The HR specialist cancels a work relationship that was created from an associated offer.

Within the person's record, that employment or contingent work relationship is deleted. There's no effect on the already-terminated Pending Worker record, if any.

The candidate's status automatically changes from HR - Processed to HR - Withdrawn by Candidate (based on the frequency of the scheduled process Complete the Recruiting Process).

The count of candidates hired for the job requisition is automatically decremented to reflect the unsuccessful status of this candidate.
Some of the above steps must be taken manually in the rare situations where a candidate already had two or more assignments, or whose status changed during the lifecycle of the offer. These are candidates for which the offer information needed to be manually retyped into the HR action's flow to create the new assignment. For these situations, if renewed hiring efforts are wanted, it's still appropriate to cancel the work relationship as follows:

Within the person's record, that employment or contingent work relationship is deleted. There's no effect on the already-terminated Pending Worker record, if any.

The candidate's status doesn't change automatically. The HR specialist must find this candidate on the list using the quick action called Manage Job Offers to manually move the candidate's status from HR - Processed to HR - Withdrawn by Candidate.

The count of candidates hired for the associated requisition is automatically decremented to reflect the unsuccessful status of this candidate.
