What Happens if the Candidate's Start Date isn't Known or Needs to Change

A job offer must have a start date when it's first created and throughout its lifecycle. This date is important for ensuring that other values in the draft offer will be valid and available as of the point in time when this candidate would start working.

The proposed start date field can never be blank. However, you can enter a date which is considered tentative or a placeholder, with the intention of changing it later. The proposed start date can be in the past, but not on a date earlier than when the candidate was first known to the company.

Offer values, including the start date field, can only be changed when the offer is in the Draft state. The procedure to update the offer's projected start date is different depending on what state the candidate has reached in the recruiting process. After the candidate has accepted the job offer, you can follow different processes to change the expected start date depending on whether or not they will require the candidate to review and re-accept an updated offer letter. You may find it acceptable to retain the offer letter with the light e-signature and the obsolete start date, and not to change the offer at all, but rather to provide the new correct start date directly while creating the worker record or the pending worker record. You may need to cancel the worker or pending worker transaction to regenerate a new offer letter containing the new start date, to get the candidate's light e-signature on a corrected version of the letter.

Status

What to do

Offer - Draft

Use the Edit Offer action and update the start date and any other fields. There is no impact for the candidate, approvers, or other users because they haven't seen the offer yet.

Changing the start date in a draft offer may cause other fields to require recalculation or changes too. For instance, if the candidate's start date is changed to be later or earlier, this offer might now interact differently with another job the candidate will have or will be terminated from at that time. So the appropriate action might change from Hire to Transfer, or from Transfer to Rehire. Another example is if the candidate's revised start date means they're no longer eligible for a given salary or compensation plan, these too will have to be recalculated by visiting the relevant section in the revised draft offer.

Offer - Pending Approval

The initiator of the approval cycle must remove the offer from the approval cycle, which puts the offer into the Offer - Draft status. There is no impact for the candidate because they haven't seen the offer yet.

Follow the recommendations provided for Offer - Draft for updating the start date or any other fields. Approvers who have not yet seen the offer will not see it this time. All approvers will have to give their approval again after the new draft offer is submitted with the changes.

Offer - Approved or Offer - Approval Rejected

Use the Redraft action to bring the offer back into the Offer - Draft status. There is no impact for the candidate because they haven't seen the offer yet.

Follow the recommendations provided for Offer - Draft for updating the start date or any other fields. Approvers if any will have to give their approval again after the new draft offer is submitted with the changes.

Offer - Extended

Use the Move action to bring the offer into the Offer - Rejected by Employer status (or alternately Offer - Withdrawn by Candidate). This will notify the candidate that their offer was rescinded, if notifications are configured in the Recruiting Content Library using the Job Offer Extended Rejected Notification category.

Then use the Redraft action to bring the offer back into the Offer - Draft status. Follow the recommendations provided for Offer - Draft for updating the start date or any other fields. Approvers if any will have to give their approval again after the new draft offer is submitted. After the revised offer reaches the Offer - Extended status again, the candidate will be notified that their offer was extended, if notifications are configured in the Recruiting Content Library using the Job Offer Extended Notification category.

Offer - Accepted

Is it necessary to get the candidate's acceptance on a new offer letter with the revised date? If not, then the offer can remain unchanged. The new desired start date can be entered instead of the offer's start date when the candidate becomes a worker or a pending worker, during the final HR phase.

If the candidate must review and accept a new offer letter with the revised date, then use the Move action to bring the offer into the Offer - Rejected by Employer status (or alternately Offer - Withdrawn by Candidate). This will notify the candidate that their offer was rescinded, if notifications are configured in the Recruiting Content Library using the Job Offer Extended Rejected Notification category. A copy of the accepted job offer letter will be stored in the Document Records for this candidate, which is available for each worker and their manager to view after the candidate becomes a worker.

Then use the Redraft action to bring the offer back into the Offer - Draft status. Follow the recommendations provided for Offer - Draft for updating the start date or any other fields. Approvers if any will have to give their approval again after the new draft offer is submitted. After the revised offer reaches the Offer - Extended status, the candidate will be notified that their offer was extended, if notifications are configured in the Recruiting Content Library using the Job Offer Extended Notification category. If the candidate accepts the new revised offer letter, another copy of the newly accepted job offer letter will be stored in the Document Records for this candidate, alongside the prior accepted offer letter.

Offer - Rejected by Employer or Offer - Withdrawn by Candidate

Use the Redraft action to bring the offer back into the Offer - Draft status. Update the start date and any other fields.

State is in a custom phase between Offer phase and HR phase

Follow the steps for the Offer - Accepted status. If a new offer letter isn't needed, the offer can remain unchanged, and the new date can be entered while creating the pending worker or the new assignment. If a new offer letter acceptance is needed, move the candidate into the Rejected or Withdrawn state in that custom phase, and then use the Redraft action.

HR - Pending Automated Processing

Wait until the automated processing changes the state, then follow the steps for that new state.

HR - Pending Manual Processing

Is it necessary to get the candidate's acceptance on a new offer letter with the revised date? If not, then the offer can remain unchanged.

If the feature was enabled by your administrator, the HR specialist can change the proposed start date for internal candidates after they’ve accepted their job offer, in case the intended date in their offer now needs to be adjusted before their new assignment is processed. If the feature wasn't enabled, the new desired start date can be entered when the candidate becomes a worker or a pending worker, replacing the original start date in the final HR phase.

An HR specialist is expected to perform the pre-selected HR action for this candidate in the Manage Job Offers area, such as Transfer, Promote, Add Assignment, Global Transfer, Add Pending Worker, or even Process Now. They will arrive on a guided process page where the agreed-upon start date from the offer is filled in by default. In this flow, the date can be changed to the preferred new start date, and then submitted.

No notification is sent to the candidate. There will also be no impact on the original offer which remains intact in Oracle Fusion Cloud Recruiting. There will be no impact on the original accepted offer letter which remains intact in the candidate's Document Records.

If instead the candidate must review and accept a new offer letter with the revised date, the HR specialist can use the Reject Candidate or Withdraw Candidate action. The candidate's job application now displays the Rejected by Employer state or the Withdrawn by Candidate state, both in the HR specialist's area Manage Offers and in the recruiters' area within Hiring. Either of these users can now perform the Redraft action. No notification is sent to the candidate. When the offer is in the Draft state, the start date or any other fields can be updated in the offer by recruiters, while the original accepted offer letter remains intact in the candidate's Document Records.

HR - Processing in Progress

Is it necessary to get the candidate's acceptance on a new offer letter with the revised date? If not, then the offer can remain unchanged. The new desired start date can be entered in the candidate's new assignment as it gets created, replacing the original start date. The HR specialist needs to find and fix the new assignment that's associated with this candidate, because it's currently in progress.

For an external candidate, a new hire, or a rehire, the state Processing in Progress usually means that a Pending Worker has been created for this person, but has not yet been converted to a worker. In this case, the HR specialist can go to the Pending Worker area and use the Edit action to change this person's start date in the When and Why section.

For an internal candidate, a transfer or other type of internal mobility, the state Processing in Progress usually means that an HR specialist has already submitted a new assignment for this person, but this assignment has not yet been approved or recorded on the Oracle Recruiting side. In this case, the HR specialist can go to that new assignment and update the start date when appropriate.

No notification is sent to the candidate. There will be no impact on the original offer which remains intact in Oracle Recruiting. There will be no impact on the original accepted offer letter which remains intact in the candidate's Document Records.

If instead the candidate must review and accept a new offer letter with the revised date, the HR specialist needs to find the new assignment that's associated with this candidate, which is currently in progress, and stop its progress. For an external candidate, the HR specialist should cancel the Pending Worker. For an internal candidate, the associated assignment may not yet be approved or recorded on the Oracle Recruiting side, so it can be canceled after it gets completed.

These cancelations will update the candidate's status in the Manage Job Offers area to Rejected or Withdrawn (based on the frequency of the scheduled process Complete the Recruiting Process. From this state, either the HR specialist or the recruiter can perform the Redraft action. No notification is sent to the candidate. When the offer is in the Draft state, the start date or any other fields can be updated in the offer by recruiters, while the original accepted offer letter remains intact in the candidate's Document Records.

Note about candidates with complex job offers (see Complex Job Offers: How They're Processed): The HR specialist should cancel any associated new assignment that was based on this offer, before redrafting the new offer with the new start date. However this cancellation alone doesn't automatically trigger a change of status to become HR - Withdrawn by Candidate. For these complex offers in the status HR - Processing in Progress, the HR specialist must also use the Return to Manual Processing action, and from there use the Withdraw Candidate or Reject Candidate action. Then the Redraft action becomes available both to the HR specialist and to the recruiters.

HR - Processed

Is it necessary to get the candidate's acceptance on a new offer letter with the revised date? If not, then the offer can remain unchanged. The new desired start date can be entered in the candidate's new assignment, replacing the original start date. The HR specialist needs to find and fix the new assignment that's associated with this candidate, which is already complete, by making a correction or an update.

No notification is sent to the candidate. There is no impact on the original offer which remains intact in Oracle Recruiting. There is no impact on the original accepted offer letter which remains intact in the candidate's Document Records.

If instead the candidate must review and accept a new offer letter with the revised date, the HR specialist needs to find the newly-created assignment that's associated with this candidate, and cancel it. This cancellation will shortly affect the HR specialist's Manage Job Offers area, by showing the new status of HR - Withdrawn by Candidate for this candidate. From this status, either the HR specialist or the recruiter can execute the Redraft action. No notification is sent to the candidate. When the offer is in the Draft state, the start date or any other fields can be updated in the offer by recruiters, while the original accepted offer letter remains intact in the candidate's Document Records.

Note about candidates with complex job offers (see Complex Job Offers: How They're Processed): The HR specialist should cancel any associated new assignment that was based on this offer, before redrafting the new offer with the new start date. However this cancellation alone doesn't automatically trigger a change of status to become HR - Withdrawn by Candidate. For these complex offers in the status HR - Processed, the HR specialist must also use the Withdraw Candidate or Reject Candidate action. Then the Redraft action becomes available both to the HR specialist and to the recruiters.

HR - Rejected by Employer or HR - Withdrawn by Candidate

The HR specialists or recruiters can use the Redraft action to return the offer to the Draft state. No notification is sent to the candidate. When the offer is in the Draft state, the start date or any other fields can be updated in the offer by recruiters, while the original accepted offer letter remains intact in the candidate's Document Records.

HR - Error During Processing This is similar to the HR - Pending Manual Processing status.
