How can I enable notifications when a core skill is assigned by a manager?

Ensure that the ESS job Propagate Dynamic Skills to Workers is running on a schedule of at least 1x a day. Next, schedule the Notify Manager Skill Assignments job to run as the desired times you want the notification to be sent.

Notifications are sent to workers when a manager assigns or unassigns a skill, or changes the skill rating level for a worker.
