How can I enable alerts for managers assigning performance goals?

Use Alerts Composer to enable alerts for performance goals.

1. Go to Tools > Alerts Composer.
2. Search for the Performance Goals Alerts event.
3. Enable the Worker Notified After HR/Manager Assigns Goal alert template.
