The privileges for the delete and cancel actions and the goal plan settings that allow workers and managers to delete or cancel HR-assigned goals determine if these actions will be available to the users. So, managers and employees will be able to cancel or delete HR-assigned goals only if they have the privilege to do so and the corresponding goal plan settings are enabled.
