EAR as Rule Group

The Export Administration Regulations (EAR) encompasses the General Prohibitions rules. The Compliance Rule Group concept in GTM allows you to define the sequence in which the Rules Set should be processed. A License Determination Algorithm has to be associated to a Rule Group. In this case, the EAR Algorithm should be selected from the list of values.

General Prohibitions have different characteristics or behaviors:

  • Prohibition 1-3 Rules
    • A License Result can be overridden by further Rule Type process results.
    • An Exception Result can be overridden by further Rule Type process results.
  • Prohibition Four, Seven, Eight, Nine and Ten Rules
    • A License Result cannot be overridden by further Rule Type process results.
  • Prohibition Five and Six Rules
    • A License Result cannot be overridden by further Rule Type process results.
    • A Exception Result cannot be overridden by further Rule Type process results.
  • Restriction on Exception for Prohibitions 1-3 Rules
    • This should be the last Rule Type to run.
    • No further Rule Type should be processed.

These behaviors can be modeled in the Compliance Rule Group. The following table depicts a summary of the Compliance Rule Group representing the EAR:
