Testing the SHIPMENT CHANGE Agent

• Secure Resources: You can tell the agent to "secure resources for <DOMAIN_NAME>.<SHIPMENT_ID>". 
• Accept Tender: You can tell the agent to "accept tender for <DOMAIN_NAME>.<SHIPMENT_ID>".
• Decline Tender: You can tell the agent to "decline tender for <DOMAIN_NAME>.<SHIPMENT_ID>".
