About Fleet Management
Fleet Management within Oracle Transportation Management offers a solution for both carriers/service providers who manage their drivers, power units, and equipment for their customers, as well as companies who maintain their own private/dedicated fleet of delivery trucks.
Service providers typically get shipment requests from their customers, and are not use OTM's planning tools. But they often track their drivers, power units, and equipment.
Companies often use OTM's planning features to plan their orders onto shipments in their fleet. They use work assignments to assign shipments to their drivers, taking into account their driver's shift hours. Optionally, in place of work assignments, they can use continuous moves, although work assignments offer more options and flexibility.

Drivers
- Drivers, their work profile (their activity calendar and home location), and the power units they drive.
- The Driver Work Invoice is a document that is generated when you perform the action Generate Driver Work Invoice. It consolidates driver pay information based on their activities and can be used to transmit data to an external payroll processing system such as Oracle Incentive Compensation. The invoice's header fields are populated using data from the associated shipments.
Power Units and Equipment
A power unit is the cab/tractor; the unit containing the engine. The power units are associated with equipment. When you associate a power unit with a driver, the equipment associated with the power unit is also associated with the pairing.
Planning Your Work
Resource Management
Resource management allows you to group drivers based on their availability forming a resource schedule, and then create work assignments based on the resource schedule.
- Resources schedule, where you can group drivers based on their availability. Resource schedules are used when you create a work assignment. Alternatively, resource schedules can be used to group equipment based on its availability.
- Work assignments, a collection of shipments that represent a unit of work. Each work assignment has a resource schedule assigned to it, and any of the resources in that resource schedule can be used to complete the work assignment. You can create work assignments automatically as part of the bulk plan process, or manually create one after the bulk planning is complete.
The Optimize Work Assignments Process creates work assignments for shipments selected by a query. You can also manually run the Optimize Work Assignments Action. The RESOURCE SCHEDULE PROFILE ID logic configuration affects how this process runs.
Fleet and Bulk Planning
When running a bulk plan, you can use fleet criteria to generate shipments. This is known as Fleet Aware Bulk Planning. Fleet Aware Bulk Planning will only be performed when the FLEET AWARE BULK PLAN parameter is set to true. Network routing path creations, creation of order movements and the shipment building processes will not be influenced by the availability of fleet resource such as resource schedules. After direct and multistop shipments are created, the knowledge of resource schedules will be considered to determine which shipments need to be strung together to form optimal work assignments. In a bulk plan, OTM will first create work assignments and then continuous moves. Only shipments that are not part of a work assignment are considered for continuous moves.
Note: Work Assignments and Capacity Limits should not be used together. Work assignment logic uses resource schedules as the limited resource to be planned against, rather than capacity limits.
Note: Multiple simultaneous bulk plans should not be run when using fleet aware bulk plan.
Running multiple simultaneous bulk plans can result in loading the same resource schedule instance into multiple bulk plans and generating work assignments for a resource schedule instance that exceeds the resource schedule instance's resource count.
Work assignment creation happens if the Fleet Aware Bulk Planning parameter is set to True, regardless of the value set for CM AUTO CREATE. Here are some rules followed in the work assignment formation:
- Shipments built on 2 different legs with 2 different leg consolidation groups can be combined only if they have same resource scheduler logic scenario set on them.
- Shipments built on two different legs with the same leg consolidation group can be combined.
- Shipments built on legs that do not have leg consolidation groups cannot be combined with shipments on another leg. They can only be combined with shipments in the same leg.
Assign Drivers, Equipment, and Power Units
You can assign drivers to shipments or work assignments. When assigning a driver to a work assignment, then all shipments on the work assignment are assigned to the driver. Optimize Fleet Resource Assignment is the process to assign drivers/equipment to shipment. You can schedule this process to run on a regular basis, following your completed bulk planning process.
You can perform the Optimize Driver/Equipment Assignments action to generate the Planning Results.
Working with Your Planning Results
To see the results of Optimize Fleet Resource Assignment, use Planning Results > Fleet Resource Assignment Results. Similarly, you can see the results of Optimize Work Assignments Process in Planning results in the Work Assignment Planning.
Workbenches
Workbenches can be used to view planning results and use many actions to alter the results as needed.
Dispatch Board
The dispatch board streamline execution by managing routes, schedules, and workforce activities, giving dispatchers the data needed to make informed, real-time adjustments and reroute around delays.
Work Assignment Workbench
The Work Assignment Workbench is a sample workbench that allows you to manage work assignments and view related shipments, along with the add objects to map and Gantt to visualize the data.
Fleet Management Dashboard
Allows you to visualize metrics associated with your fleet.
Visibility
This section provides you live updates on the location and status of shipments throughout the entire supply chain. It answers questions like "Where is my shipment?" and enables proactive exception management and data-driven decision-making by consolidating shipment data, driver status, and movement history into a single, unified view.

Fleet Management Tips and Troubleshooting
Question: If I process a tracking event with the Driver tab containing 2 rows in the "Hours of Service Rule STATE" section containing "Time Utilized" for the 11 hour rule and 14 hour rule, which agent action do I need to execute to apply those Hours of Service to the driver and redrive the driver and shipment?
Answer: Recalculate Shipment Stop Times.
Question: If I process a tracking event with the Driver tab containing data in the "Hours of Service Rule SUMMARY" section containing "Time Driven" and "Time Worked", which agent action do I need to execute to apply those Hours of Service to the driver and redrive the driver and shipment?
Answer: Update HOS Rule State.
