There are known issues with this product and many have workarounds including:

Affecting Development Environment, Websheet Runtime and Custom Applications:

  • The modern inline date pickers are not usable with screen readers or magnification due to focus not being set correctly. The data table is also missing a caption or summary text to describe the data in the table. Workaround for Custom Applications: Use the 'Classic Datepicker' which is coded to the standards. Workaround for Development Environment: Enter the date manually into the date input field. This issue is tracked with Oracle bug 9740473.
This VPAT does not cover the following product areas:
  • SQL Workshop Module - Module used to maintain database objects for your applications. An alternative is to use the Cloud connection capabilities of Oracle SQL Developer, which allows a user to connect to the Cloud using REST services and create a connection to their Cloud instance. This doesn't offer all the same capability as Application Express SQL Workshop, but will allow the user to look at all the objects supported by the Cloud implementation and import into and export from the Cloud connection.
  • Data Grids in the Websheet runtime - Sub-module of a Websheet application, where ad-hoc multi-row data can be maintained. There is currently no alternative.
  • All sample applications, available from the Packaged Applications page in the Application Express development environment.

  • Screen Reader Mode - If you are using the Application Express Development Environment with a screen reader or with keyboard-only, please ensure you have Screen Reader Mode enabled.
  • High Contrast Mode - If you are using the Application Express Development Environment in conjunction with Windows High Contrast Mode, please ensure you have High Contrast Mode enabled.

Section 1194.21 Software Applications and Operating Systems

Affecting Custom Applications:

  • If Column Groups are defined for the columns in an Interactive Report Region, and Single Row View is used to display the row details, the "Expand" and "Collapse" icons used to show and hide a particular Column Group cannot receive keyboard focus and are therefore inaccessible to keyboard-only users. This issue is tracked with Oracle bug 16275752.

Affecting Development Environment, Websheet Runtime and Custom Applications:

  • The column headings in an Interactive Report Region used to sort, hide, filter, group or show help about data are not accessible by keyboard navigation. This functionality, with the exception of showing help, is available via the interactive report 'Actions' menu. Please see the 'Accessibility in Oracle Application Express' appendix of the Oracle Application Express User Guide for details of how to access the 'Actions menu with keyboard only and JAWS'. This issue is tracked with Oracle bug 7655582.
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Response to Windows High Contrast Mode.
  • Response to zoom.

 

Exceptions:

Affecting the Application Express Development Environment:

  • The development environment uses CSS defined images for several pieces of functionality (for example for navigation icons, some create and view icons, current date highlighting in calendar pages), which are not displayed when running in Windows High Contrast Mode. We do have a 'High Contrast' mode that begins to mitigate some of these issues, however many remain. This issue is tracked with Oracle bugs 14474496 and 14321880.
  • On one page in the 'Application Builder' module, in certain circumstances some buttons in an 'Interactive Report' region header bar become overlaid on one another, when that content is zoomed in. This issue is tracked with Oracle bug 14479157.
1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Visual indication of the position of the cursor.
  • Current focus location is programmatically exposed.
1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Controls have a programmatically associated name, derived from the appropriate HTML elements and attributes including LABEL, TITLE, SUMMARY, CAPTION, etc.
  • Additional state information is programmatically exposed, such as whether a field is ‘required’ or whether a field is 'invalid' based on user input.
  • Images that convey information have meaningful alternative text.

 

Exceptions:

Affecting Custom Applications:

  • If Column Groups are defined for the columns in an Interactive Report Region, and Single Row View is used to display the row details, the "Expand" and "Collapse" icons used to show and hide a particular Column Group have no ALT text. This issue is tracked with Oracle bug 16275752.
Affecting Websheet Runtime:
  • The 'Getting Started' page, that is included if the user specifies to include it when creating a 'Websheet' application, contains a complex informational image, showing a screenshot of the application homepage, with magnified sections highlighting different key functionality. This image has no ALT text. This issue is tracked with Oracle bug 17061651.

Affecting the Application Express Development Environment:

  • In one page in the 'Application Builder' module, there is a custom form field rendered with an icon next to the field, that when clicked loads a popup displaying possible values to select for the field. This is the 'Detail Table Name' field on the 'Create Application - Pages'  page, displaying during the wizard to create a new application. The icon has no ALT text, resulting in the wrapping anchor having no link text. This issue is tracked with Oracle bug 14479237.
  • Across the development environment there are many report pages, with 'Edit' icons on each row of the report, to take the user to edit a particular component relevant to that page and row. In many places across these pages, this icon contains an image with either missing, or empty ALT text, which therefore means the wrapping anchor does not get correct link text. This issue is tracked with Oracle bug 16911835.
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Images that convey information have meaningful alternative text using ALT.
  • Images that are decorative are marked so as to be ignored by assistive technology, either by using ALT=”” or CSS background images
  • Images are used consistently throughout the product.
1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Text is supplied through HTML or injected into the browser DOM; the browser is responsible for exposing all such content in a way that is usable by assistive technology on the platform.
1194.21(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Response to Windows High Contrast Mode.

 

Exceptions:

Affecting the Application Express Development Environment:

  • Information conveyed by color or font styles is available in alternative formats, such as shape and text.
1194.21(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Text and images of text in non-disabled controls have a luminosity contrast ratio of at least 4.5:1. Large scale text has a minimum ratio of at least 3:1

 

Exceptions:  

Affecting the Application Express Development Environment:

  • On the 'Packaged Application Details' page, the text displaying the application status information (for statuses 'Installed', 'Coming Soon', 'Locked' or 'Unlocked') does not have sufficient contrast. This issue is tracked with Oracle bug 16971481.
1194.21(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:
  • No portion of the screen flickers or flashes with a frequency between 2 Hz and 55 Hz.
1194.21(l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:
  • Controls have a programmatically associated name, derived from the appropriate HTML elements and attributes including LABEL and TITLE.

Exceptions:

Section 1194.22 Web-based Internet Information and Applications

1194.22(b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation. Product has been developed to conform to this standard subject to the remarks on the right.

1194.22(c) Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:
  • Information conveyed by color or font styles is available in alternative formats, such as shape and text.
1194.22(d) Documents shall be organized so they are readable without requiring an associated style sheet. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:
  • Style sheets are used only to change the layout and presentation of the screen
1194.22(e) Redundant text links shall be provided for each active region of a server-side image map. Product has been developed to conform to this standard subject to the remarks on the right. The product contains no server side image maps.
1194.22(f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. Product has been developed to conform to this standard subject to the remarks on the right. The product contains no client side image maps.
1194.22(g) Row and column headers shall be identified for data tables. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Table usage – only data tables, as opposed to layout tables, use table elements of TH and table attributes of SUMMARY, SCOPE and HEADERS.

Affecting Custom Applications:

  • The Single Row View of Interactive Report Regions contains a table with no SUMMARY text, and no header / cell associations. This issue is tracked with Oracle bug 15864568.

Affecting Development Environment, Websheet Runtime and Custom Applications:

  • All native report regions of Application Express currently have no declarative way of defining row headers. This issue is tracked with Oracle bug 14198644.
1194.22(h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Complex data tables, such as those used by Interactive Report Regions with a 'Control Break' defined where multiple headers are required, use the ID and HEADERS attributes.
1194.22(i) Frames shall be titled with text that facilitates frame identification and navigation. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • Meaningful title on native components using FRAMEs and IFRAMEs
1194.22(j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to conform to this standard subject to the remarks on the right.

The product was tested for:

  • No portion of the screen flickers or flashes with a frequency between 2 Hz and 55 Hz.
1194.22(k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. Product has been developed to conform to this standard subject to the remarks on the right.

Text–only pages are not necessary because pages have been coded to meet other applicable standards, to the extent indicated.

1194.22(l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology.   • Content generated by JavaScript has been coded to meet other applicable standards, to the extent indicated.

Exceptions:

Affecting Development Environment, Websheet Runtime and Custom Applications:

  • The dialogs used in Interactive Report Regions for common interactions such as applying filters, saving reports, adding highlights etc., could be made more user friendly for a screen reader user. Please see the 'Accessing Interactive Reports Using JAWS' section of 'Appendix E, Accessibility in Oracle Application Express' in the Oracle Application Express User Guide for an example of how to interact with one of these dialogs. This issue is tracked with Oracle bug 12717028.
  • The column headings in Interactive Report Regions used to sort, hide, filter, group or show help about data are not accessible for a screen reader user. This functionality, with the exception of showing help, is available via the interactive report 'Actions' menu. 1194.22(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l).   • Links are provided for downloading non-standard applets or plug-ins, such as the 'Flash' plug-in required by the Chart components in Application Express.
1194.22(n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:
  • Controls have a programmatically associated name, derived from the appropriate HTML elements and attributes including LABEL and TITLE.

1194.22(o) A method shall be provided that permits users to skip repetitive navigation links. Product has been developed to conform to this standard subject to the remarks on the right. The product was tested for:

  • Content that automatically updates, or time limits, can be adjusted by the user.

 

Exceptions:

Affecting Development Environment and Websheet Runtime:

  • The Oracle Database Cloud Service has different time-outs in effect, that cannot be extended by an end-user. The Maximum Idle Time is 30 minutes and the Maximum Session Time is 480 minutes (8 hours). When either of these time-outs are reached, the session will silently expire and the next time the user tries to perform an action, they will be redirected to the login page and any unsaved changes may be lost. This issue is tracked with Oracle bug 14616880.

 

Affecting Development Environment, Websheet Runtime and Custom Applications:

  • Some Application Express authentication schemes (including authentication into the Application Express development environment itself), are designed to temporarily lock an account after a failed login attempt, for a period of time long enough to deter brute-force attacks. For the end user, this displays as an error notification in a Heading (H2) tag, stating 'Invalid Login Credentials. Please wait x seconds to login again.', where the 'x' will count down until the user is able to re-attempt login. This count down is the timed element, and a screen reader user is not notified when this count down concludes, so must currently keep checking the notification heading to see when it has completed. This issue is tracked with Oracle bug 14463181.
