Section 1194.21 Software Applications and Operating Systems

1194.21(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. Observations: 

  1. In the Default mode (i.e. Screen Reader OFF), not able to keyboard navigate out of a list using Shift-Tab. Bug 10101825.
  2. Not able to expand/collapse folders in "All Saved Searches" task flow page using the keyboard. Bug 8911639.
  3. When managing favorites, there is no method to allow organizing favorites under folders or vice versa, using the keyboard. Bug 7646778.
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. 1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The product was tested for visual indication of the position of the cursor.

Observations:

  1. Under the Default User Mode (not ScreenReader Mode), when using the keyboard to select items on a page tab, the focus gets placed on the browser window and not on the corresponding page -- in the case of "Delete Page" and "Edit Page".
  2. Using Firefox, a user cannot noticeably navigate Other Settings within the Preferences -> People Connections dialogue panels using the keyboard.
  3. When launching a new page, the browser windows focus is on the entire browser, rather than on the new content.
  4. When working with Favorites, the focus is set outside of the "Manage Favorites" editor, after executing one or more of these functions - New, Add, Edit or Delete
1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for images (that convey information) to have meaningful alternative text.
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been developed to meet this standard subject to the remarks on the right.

1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Section 1194.22 Web-based Internet Information and Applications

Observations:

  1. Within a Group Space, under "Actions", the sub-menu items for "Manage" menu do not get displayed using the Links menu in the Screen Reader mode. The workaround is to tab to the "Manage" menu using the keyboard and then choosing "Enter".
  2. The drop down menus under Group Space>Settings pages are not labeled, making the screen reader voice the '#' instead of the appropriate label. Example: Group Space>General Settings page.
  3. The radio buttons under Group Space>All Settings>Resources page are not labeled.
  4. In ScreenReader mode, "Manage Documents" page is being read as a table instead of a form, causing discrepancies in how the content is read to the user.

Observations:

  1. Within a Group Space, under "Actions", the sub-menu items for "Manage" menu do not get displayed using the Links menu in the Screen Reader mode. The workaround is to tab to the "Manage" menu using the keyboard and then choosing "Enter".
  2. In ScreenReader mode, the tree control nodes are not being announced properly. They are announced only as "expand" link or "collapse" link.
  3. In ScreenReader mode, the Add links in the Resource Catalog are not descriptive enough, so the ScreenReader software would simply voice  "Add" without the context. The workaround is to first tab over to the Add link, then hit Down Arrow key to have the ScreenReader software read the description of the portlet. That would describe the context of the Add link.
  4. In the ScreenReader mode, Page structure cannot be accurately determined with ShowDetailFrames.
  5. The drop down menus under Group Space>Settings pages are not labeled, making the screen reader voice the '#' instead of the appropriate label. Example: Group Space>General Settings page.
  6. The radio buttons under Group Space>All Settings>Resources page are not labeled.
