Action: Retry the operation making sure to provide a nonempty name for the KVM resource.

PRCV-01549: unable to relocate KVM "{0}" of KVM resource "{1}" because the KVM is not running

Cause: The relocate operation was rejected because the specified Kernel Virtual Machine (KVM) was not running.

Action: Start the KVM on the desired destination node.
