how frequently the observer must ping the primary database.

This property is measured in milliseconds. The minimum value is 100 milliseconds. To
achieve lower detection times for primary database failures, you must set the
ObserverPingInterval and ObserverPingRetry
properties before enabling fast-start failover.
The FastStartFailoverThreshold property is ignored when
the ObserverPingRetry and ObserverPingInterval
properties are set.
