start observer
Starts specific services.

The global service manager requests timeout in seconds. |
Usage Notes
TIMEOUT (default 15) represents the time between when the shard director/global service manager receives requests and starts the observer. See Oracle Globally
Distributed AI Database for the automatic rules for choosing the right region for the shard director (global service manager) server to start the observer. If shard director servers are not running in this region, the observer is not started.
