On Oracle AI Database 26ai, Release Update 23.6, failed vector index builds are cleaned up inline with subsequent CREATE INDEX.

Workaround

Run the alter system set _vector_index_cleanup_inline"=false; command to set the underscore parameter _vector_index_cleanup_inline to FALSE before starting a rolling upgrade of Oracle AI Database 26ai, Release Update 23.6 to Oracle AI Database 26ai, Release Update 23.7.
