Central Bank Issuer
The central bank issuer sends wholesale CBDC to eligible participating organization officers and returns value to an eligible central bank retirer account.
The central bank issuer can initiate participant issuance and retirement transfers shown by the application. Issuers cannot approve their own participant issuance, create accounts, assign roles, change limits, or change setup.
Before you can complete central bank issuer tasks, you must have an eligible active CBDC account linked to your wallet, with an available balance. You must be a member of the Central Bank Issuer application group. There must also be active officer accounts in participating organizations, an active central bank retirer account, and an eligible central bank manager approver.
Typically the central bank issuer completes tasks in the following order.
- Confirm the issuer account is active and review pending and available balances.
- Expand the participant organization and select an active officer.
- Select Issue, review the central bank manager approval context, optionally enable and select a purpose, enter the quantity, and submit.
- Record the operation ID and wait for central bank manager to approve or reject the issuance.
- Refresh history and confirm the issuance status and balance after approval or rejection.
- For retirement, select an active retirer account, optionally enable and select a purpose, enter the quantity, and submit the Retirement transfer.
- Refresh history and confirm the retirement result.
The following tasks are typical ones that a central bank issuer completes.
Issue Value to a Financial Institution Officer
- Expand a participant organization, choose an active officer, and select Issue. The Transfer window is displayed.
- Enter a Quantity. Optionally, select Purpose and then select one of the configured purposes.
- Select Transfer. The request is sent for manager approval.
Return Value for Retirement
- Select Retirement for an active eligible retirer account. Retirer eligibility is based on account and role data, not the displayed name. The Transfer window is displayed.
- Enter a Quantity. Optionally, select Purpose and then select one of the configured purposes.
- Select Transfer. The transaction runs.
Transaction Filters
After you load records from an organization or account history, you can use the following filters to find specific transactions.

Troubleshooting
If no participant officers are displayed, ask the participant administrator to create and activate officer accounts. If no retirer is displayed, ask the central bank administrator to verify the account and assigned role. If an amount fails validation, check the balance, daily limits, recipient status, and decimal precision. If an issuance remains pending, give the operation ID to the selected manager.
