Add a listener to a network load balancer.

For private network load balancers, ANY protocol refers to TCP/UDP/ICMP (note that ICMP requires isPreserveSourceDestination to be set to true). To get a list of valid protocols, use the ListNetworkLoadBalancersProtocols operation. Example: TCP
