A required component of ACFS is missing. This could be an incomplete install, removal of files from the system after install, or an unknown cause.
Action
Re-install by running 'acfsroot install'. If that does not work, than contact Oracle Support Services. In the event that handle.exe // is not found, than please install handle from sysinternals.com or another site, and make sure that the PATH environment variable contains the install location. Retry the operation.
