Keystore migration failed because not all OCR wallet volume encryption keys were migrated to Oracle Key Vault.
Cause
ACFS could not verify that every OCR wallet volume encryption key was correctly stored in Oracle Key Vault before removing the wallet keys.
Action
Review the Oracle Key Vault entries for this file system, clear or repair conflicting entries, and retry keystore migration.
